Enemies first. Then everything else.
A Keeper hiding in plain sight, the general's son sent to watch her, and an ancient bronze dragon who would rather see her dead.
Meet them before they meet each other

Riya
A free spirit with a modern mind in a place that isn't. She has spent her whole life being superb at not being seen. Life is sacred to her, dragons above all.

Darwin
Competent, dutiful and raised to keep the order he was born into. He is ordered to watch the servant girl whose strength can't be measured.

Vohs
Grief and rage held under enormous dignity. He is the one being in the empire who never forgot what he is. He wants Riya dead.
Superb at not being seen
Riya has performed her whole life: a servant's posture, hidden grief, and a heart-stone she was taught to quiet from the time she could speak. She is strategic and patient, willing to take punishment if it serves the mission, and kind by nature.
Her defining trait is reverence. She meets even a dragon trying to kill her with awe. That reverence is not softness. Her fury is always on the dragons' behalf.

Raised to keep the order
Darwin is competent, procedural and dutiful, his father's heir. His anger hits fast and his denial is loud, but underneath sit grief he has never dealt with and a loneliness he has never named.
He feels things early, files them wrong and names them late. That is going to be a problem.
The one who never forgot
An enormous fire dragon with dark weathered bronze hide and hard copper eyes. He is extremely intelligent and carries his power as a burden, not a pride.
He refuses hope the way another creature would dodge a blow. And the moment he sees Riya, he decides to kill her.
