The rules of the empire
Keepers
Some people are born with a second heart: a living amber stone that grows with them and hums when dragons are near. They are called Keepers, and the empire hunts them.
The Summons
The land marks the inside of a person's right forearm. Nobody applies it. Every true mark is tuned to one dragon. It is an address, not an invitation.
The Iron Brand
The empire's copy of the bond. At the branding table, candidates are burned with iron over their mark, and the dragons carry the same brand on their chests.
The Forearm Law
Because the land's mark always appears in the same place, everyone in the empire bares the inside of the right forearm in public, at any age, for life.
Five Kinds of Dragon
Fire, spirit, air, water and earth. Each kind climbs its own ladder of powers. Fire's begins with smoke.
The Winterwolves
In the far north live the Winterwolves, giant pack animals of the same land-bonded family as dragons. Their howl lifts the snow and closes the sky.

An exchange of hearts
The empire's iron ties a rider to a dragon. A true bond is something else entirely.
In the old stories, a dragon and a human did not chain themselves together. They gave something of their hearts to each other. The empire has spent a very long time making sure nobody remembers that.
